In the United States, the Food and Drug Administration (FDA) regulates cosmetics under the Federal Food, Drug, and Cosmetic (FD&C) Act. The packaging itself must be safe and must not contain any harmful substances that could migrate into the cosmetic product, rendering it "adulterated" or unsafe for consumers.
